LOCKDOWN 4.0: मध्यप्रदेश में क्या खुलेगा और क्या रहेगा बंद

भोपाल. मध्य प्रदेश में कोरोना संकट से बचाने के लिए प्रदेश में अब सिर्फ रेड और ग्रीन जोन होंगे। रेड जोन के कंटेनमेंट एरिया में किसी तरह की गतिवधियां शुरू नहीं होंगी। ग्रीन जोन में सभी तरह की गतिविधियां शुरू की जा रही हैं।
रेड जोन के अंतर्गत इंदौर, उज्जैन जिले का संपूर्ण क्षेत्र, भोपाल, बुरहानपुर, जबलपुर, खण्डवा एवं देवास के नगर पालिक निगम तथा मंदसौर, नीमच, धार व कुक्षी के नगर पालिका क्षेत्र होंगे।प्रदेश के शेष सभी जिले ग्रीन जोन में रखे गए हैं।
मुख्यमंत्री ने कहा कि प्रदेश में लॉकडाउन-04 अलग ढंग एवं अलग स्वरूप में है। हमें जान के साथ जहान भी बचाना है। इसके स्वरूप के संबंध में मध्यप्रदेश की जनता, सभी वर्ग, जिलों के क्राइसिस मैनेजमेंट समूह से प्राप्त सुझावों के अनुसार निर्णय लिया गया है। प्रदेश में लॉकडाउन-04 के अंतर्गत सभी जिलों को दो जोन रेड एवं ग्रीन में बांटा गया है। सभी संक्रमित क्षेत्रों में विशेष प्रतिबंध जारी रहेंगे।
कंटेमनमेंट क्षेत्रों में विशेष प्रतिबंध जारी रहेंगे
मुख्यमंत्री ने कहा कि लॉकडाउन-04 के दौरान सभी कन्टेनमेंट क्षेत्रों में विशेष प्रतिबंध जारी रहेंगे तथा केवल अत्यावश्यक गतिविधियों की अनुमति होगी। इस जोन के भीतर और बाहर लोगों का आना-जाना प्रतिबंधित रहेगा, केवल मेडिकल इमरजेंसी और आवश्यक वस्तुओं और सेवाओं की आपूर्ति की जा सकेगी। कंटेनमेंट एरिया में उद्योग संचालित नहीं होंगे परंतु इनके बाहर सभी स्थानों पर उद्योग संचालित किये जा सकेंगे।
सभी जोन में प्रतिबंधित गतिविधियां
सभी जोन में स्कूल, कॉलेज, कोचिंग, प्रशिक्षण संस्थान, होटल, रेस्टोरेंट, होस्पिटेलिटी सेवाएं, सिनेमा हॉल, शॉपिंग मॉल, जिम, स्वीमिंग पूल, मनोरंजन पार्क, थियेटर्स, बार, ऑडिटोरियम प्रतिबंधित रहेंगे। इन जोन्स में सामुदायिक कार्यक्रम, सभी प्रकार के सामाजिक, राजनैतिक, खेलकूद, मनोरंजन, अकादमिक, सांस्कृतिक, धार्मिक आयोजन नहीं हो सकेंगे।
सभी धार्मिक स्थल, पूजा स्थल तथा धार्मिक सभाएं प्रतिबंधित रहेंगी। शाम 7 बजे से सुबह 7 बजे तक लोगों का आवागमन केवल अत्यावश्यक गतिविधियों को छोड़कर प्रतिबंधित रहेगा। सार्वजनिक परिवहन की बसें अभी एक सप्ताह तक प्रतिबंधित रहेंगी तथा इसके बाद समीक्षा कर निर्णय लिया जाएगा।
रेड एवं ग्रीन जोन
चौहान ने कहा कि पूरे प्रदेश को दो जोन रेड एवं ग्रीन जोन में बांटा गया है। रेड जोन के अंतर्गत इंदौर, उज्जैन जिले का संपूर्ण क्षेत्र, भोपाल, बुरहानपुर, जबलपुर, खण्डवा एवं देवास के नगर पालिक निगम तथा मंदसौर, नीमच, धार व कुक्षी के नगर पालिका क्षेत्र होंगे। प्रदेश के शेष सभी जिले ग्रीन जोन में रखे गए हैं। अागामी आदेश तक यहां बाजार बंद रहेंगे तथा इसके एक सप्ताह बाद समीक्षा कर निर्णय लिया जाएगा।
रेड जोन में ये गतिविधियां
रेड जोन के अंतर्गत मोहल्ले की दुकानें, स्टैंडअलोन दुकानें, रहवासी परिसर की दुकानें तथा बाजारों में स्थित आवश्यक वस्तुओं की दुकानें खुली रहेंगी। ऑनलाइन शिक्षा चालू रहेगी।
मेडिकल, पुलिस आवास, क्वारेंटाईन सेंटर, फंसे हुए लोगों के भोजन के लिए उपयोग किए जाने वाले होटल, बस डिपो, रेलवे स्टेशन, एयरपोर्ट में संचालित कैंटीन, होम डिलेवरी करने वाले रेस्टोरेंट के किचन, स्पोट्स काम्पलेक्स, स्टेडियम (बिना दर्शकों के), सभी प्रकार का माल परिवहन, कार्गो मूवमेंट तथा उनके खाली वाहनों का मूवमेंट जारी रहेंगे। साथ ही सभी स्वास्थ्यकर्मियों एवं सफाईकमियों का आवागमन, उद्योगों के लिए श्रमिकों को लाने ले जाने की बसें तथा शासकीय एवं निजी कार्यालय 50 प्रतिशत क्षमता के साथ चालू रहेंगे।
ग्रीन जोन में गतिविधियां
ग्रीन जोन सभी क्षेत्रों के लिए प्रतिबंधित गतिविधियों को छोड़कर शेष सभी प्रकार की गतिविधियां संचालित की जा सकेंगी। इन क्षेत्रों में अन्य कोई पाबंदी नहीं रहेगी, सभी दुकानें एवं बाजार खुले रहेंगे, सब्जी मंडियां खुलेंगी, निजी व शासकीय कार्यालय पूरी क्षमता से चलेंगे तथा निजी वाहनों से आवागमन किया जा सकेगा। यदि किसी ग्रीन जोन जिले में पॉजिटिव प्रकरण बढ़ते है तो वह रेड जोन में परिवर्तित किया जा सकेगा। अपना जिला ग्रीन बना रहे इसके लिए सभी सावधानियां बरतें।
ये बाहर नहीं जा सकेंगे
मुख्यमंत्री ने बताया कि प्रत्येक जोन मे कोरोना संक्रमण से बचने के लिए 65 वर्ष से अधिक उम्र के लोग, मल्टीपल डिसआर्डर वाले व्यक्ति, गर्भवती महिलाएं तथा 10 वर्ष से कम उम्र के बच्चों को घर पर ही रहना होगा।
सभी जोनों के लिए अनिवार्य सावधानियां
सभी जोन के व्यक्तियों को कुछ सावधानियां अनिवार्य रूप से बरतनी होंगी। सार्वजनिक स्थानों और कार्यस्थल पर मास्क पहनना अनिवार्य होगा, इन स्थानों पर थूकने पर जुर्माना लगाया जाएगा, फिजिकल डिस्टेंसिंग का पालन करना होगा, विवाह में अधिकतम 50 लोग शामिल हो सकेंगे, अंतिम संस्कार में अधिकतम 20 लोग जा सकेंगे, सार्वजनिक स्थानों पर शराब पीना, पान, तम्बाकू, गुटखा खाना प्रतिबंधित होगा।
दुकानों पर ग्राहकों के बीच दो गज की दूरी रखना अनिवार्य होगी तथा एक समय में दुकान पर 05 से अधिक लोग नहीं रह सकेंगे। सभी कार्य स्थलों के प्रवेश द्वारा एवं प्रस्थान द्वार पर थर्मल स्क्रीनिंग, हैण्डवाश और सैनेटाईजर की व्यवस्था, पूरे कार्य स्थल पर नियमित सैनेटाईजेशन तथा लंच ब्रेक आदि में फिजिकल डिस्टेंसिंग अनिवार्य होगी।
